The 24th Meeting of Heads of Gulf Pension and Social Insurance Agencies on Extending Insurance Coverage Held in the State of Kuwait

The Public Institution for Social Security in the State of Kuwait concluded today, 28/10/2025, the proceedings of the 24th meeting of heads of civil pension and social insurance agencies of the Gulf Cooperation Council (GCC) states. The meeting achieved notable success in strengthening joint institutional work and integration among sister agencies, with the aim of enhancing the extension of insurance and social protection for GCC citizens.

The meeting resulted in key outcomes, foremost among them the approval of a comprehensive and unified strategic plan extending to 2030. The plan aims to advance and develop the shared insurance protection system in a manner that ensures the sustainability of financial and administrative systems, reflecting the strategic vision of GCC leaders to enhance security and social welfare for their citizens.

In the context of enhancing efficiency and expertise, the meeting approved the continued activation of capacity-building programs and the exchange of expertise among member states. This will be implemented through the organization of periodic, specialized, and intensive seminars aimed at raising institutional and individual performance levels, in addition to studying several new joint initiatives that would strengthen the social security system and provide comprehensive care befitting Gulf citizens.

The meeting also produced key outcomes related to developing the mechanisms for implementing the unified system for extending insurance protection. Agreement was reached on practical steps to enhance collection and coverage mechanisms, alongside discussing and analyzing relevant statistical indicators to support comprehensive coverage for citizens working in any GCC member state. This ensures broader and more effective social protection and supports the path of Gulf integration in this vital sector.

The meeting concluded on a motivational note, with the honoring of a number of pioneering figures who have contributed to the development of the social insurance sector in the six participating states, in recognition of their efforts in this important and vital field.

On this occasion, the Public Institution for Social Security in the State of Kuwait affirmed that the decisions resulting from the meeting will support the journey of Gulf integration in this vital sector and contribute to achieving sustainable development and welfare for Gulf citizens.
